E Sciences Principal Presents Rapanos Guidance at FDOT Environmental Conference

Jim Bassett, P.E., Principal Engineer with E Sciences, delivered a presentation on wetlands permitting regulations at the 2007 Environmental Management Office conference, presented by the Florida Department of Transportation.

Attended by FDOT roadway and environmental management professionals from throughout the state, as well as numerous consultants, the EMO conference is a biannual event and was held this year in Orlando. The theme of this year's conference was "Transportation and Environment for the 21st Century."

Mr. Bassett delivered a presentation titled "Rapanos Guidance," which explored the implications of the 2005 Supreme Court ruling in the case of Rapanos v. United States. This case altered the way in which the federal government can apply the Clean Water Act, specifically by determining whether a wetland or tributary is a “water of the United States.

Presenting with Mr. Bassett was Andy Phillips, a Senior Project Manager in the Regulatory Division of the U.S. Army Corps of Engineers.
