Islamorada Wastewater Master Plan
E Sciences prepared a Wastewater Management Master Plan for the Village of Islamorada. The Master Plan serves as a guidance document for Islamorada’s transition to a centrally sewered municipal wastewater utility from reliance on small privately-owned wastewater package plants and on-site septic systems. The Master Plan research included an in-depth evaluation of water demand to determine the necessary level of service to be provided by the new utility.
The evaluation included population research, trend analysis, an approximation of seasonal fluctuations and peaking factors, and an estimate of the wastewater generation/water use ratio. E Sciences divided the municipality into service areas for phasing and planning purposes. For each service area, the costs and benefits of centralized treatment were contrasted against the utilization or upgrade of existing infrastructure.
Various technologies were considered for wastewater collection and treatment, and optimal technologies were selected based on terrain, population density, regulatory requirements, and other factors specific to the municipality. The costs of designing, constructing and operating a centralized wastewater collection and treatment system were estimated.
E Sciences also evaluated land requirements and identified parcels that could be utilized in the implementation of the Master Plan. High-resolution aerial photos were included in this document along with Future Land Use Maps as reference tools.
The Master Plan is one step in the evolution of Islamorada’s wastewater planning, and it includes a narrative description of completed wastewater planning activities and milestones provided by Village Staff, along with summaries of prior research.
E Sciences’ staff conducted an extensive review of the volumes of background material and preliminary research produced during the development of the Monroe County Wastewater Management Master Plan to utilize this data where relevant, and to view the conclusions presented in the Monroe County Wastewater Management Master Plan Report in the proper perspective with regards to Islamorada’s current wastewater management needs.
